B\u00f6lgedeki ulus-devlet paradigmas\u0131n\u0131n ve merkeziyet\u00e7i y\u00f6netim anlay\u0131\u015flar\u0131n\u0131n derinle\u015fen krizleri kar\u015f\u0131s\u0131nda, demokratik entegrasyon ve m\u00fczakere temelli yeni \u00e7\u00f6z\u00fcm aray\u0131\u015flar\u0131 hayati bir \u00f6nem kazanmaktad\u0131r. Suriye&#8217;deki mevcut \u00e7\u0131kmaz\u0131, geleneksel yakla\u015f\u0131mlar\u0131n yetersizli\u011fini ve demokratik modernite \u00e7er\u00e7evesinde ifade edilen demokratik entegrasyon ve m\u00fczakere yollar\u0131n\u0131 ele almak istiyorum.<\/p>\n<p class=\"s4\"><span class=\"s2\">Suriye Krizinin K\u00f6kenleri ve Geleneksel Yakla\u015f\u0131mlar\u0131n \u00c7\u0131kmaz\u0131<\/span><\/p>\n<p class=\"s4\">Suriye krizi, sadece g\u00fcncel \u00e7at\u0131\u015fmalardan ibaret olmay\u0131p, b\u00f6lgedeki onlarca y\u0131ll\u0131k merkezi uygarl\u0131k tarihinin birikmi\u015f sorunlar\u0131n\u0131n ve son iki y\u00fcz y\u0131ld\u0131r kapitalist sistemin dayatt\u0131\u011f\u0131 ulus-devlet\u00e7i paradigman\u0131n bir sonucudur. Baas merkezli rejim, y\u0131llarca b\u00f6lge halklar\u0131n\u0131n kimli\u011fini bask\u0131lam\u0131\u015f, ekonomik ve toplumsal altyap\u0131y\u0131 zay\u0131flatm\u0131\u015f, onlar\u0131 demokrasi ve adil temsilden mahrum b\u0131rakm\u0131\u015ft\u0131r. Bu durum, Bat\u0131 hegemonyas\u0131n\u0131n b\u00f6lgeyi minimalist ulus-devletlerle sistemine ba\u011flama \u00e7abalar\u0131yla birle\u015ferek krizi derinle\u015ftirmi\u015ftir.<\/p>\n<p class=\"s4\">Ulus-devletin &#8220;demirden kafes&#8221; niteli\u011fiyle toplumu bast\u0131rd\u0131\u011f\u0131n\u0131, tek tiple\u015ftirdi\u011fini ve demokrasiden uzakla\u015ft\u0131rd\u0131\u011f\u0131na \u015fahit olmaktay\u0131z. Homojen bir ulus toplumu yaratma amac\u0131, iktidar\u0131n t\u00fcm toplumsal dokulara yay\u0131lmas\u0131yla bask\u0131 ve s\u00f6m\u00fcr\u00fcy\u00fc art\u0131r\u0131r, yapay ve \u015fiddet y\u00fckl\u00fc bir s\u00f6zde e\u015fitlik in\u015fa eder. \u00d6rne\u011fin, b\u00f6lgedeki ulus-devlet \u00e7\u00f6z\u00fcms\u00fczl\u00fc\u011f\u00fc derinle\u015ftirdi\u011fi, hatta Filistin-\u0130srail sorunundaki \u00e7\u0131kmaz\u0131 tekrarlad\u0131\u011f\u0131 ortadad\u0131r. B\u00f6lgedeki yirmiyi a\u015fk\u0131n Arap ulus-devletinin varl\u0131\u011f\u0131, Arap toplumsall\u0131\u011f\u0131n\u0131 s\u00fcrekli par\u00e7alayan, \u00f6z de\u011ferlerine yabanc\u0131la\u015ft\u0131ran ve \u00e7at\u0131\u015fmalar\u0131 k\u00f6r\u00fckleyen temel etkenler olarak ortadad\u0131r. HT\u015e gibi d\u0131\u015far\u0131dan dayat\u0131lan yap\u0131lar ise, halk\u0131n iradesine kar\u015f\u0131 i\u015flenmi\u015f bir su\u00e7un orta\u011f\u0131 olarak g\u00f6r\u00fcl\u00fcr ve ger\u00e7ek bir se\u00e7enek sunmazlar. Halk\u0131n \u015fiddeti de\u011fil, bar\u0131\u015f\u0131; tek\u00e7ili\u011fi de\u011fil, \u00e7ok kimlikli demokrasiyi istedi\u011fi a\u00e7\u0131k\u00e7a g\u00f6r\u00fclmektedir. Bu ba\u011flamda, Ankara, Moskova ya da ba\u015fka ba\u015fkentlerdeki &#8220;masa ba\u015f\u0131 planlar\u0131&#8221; yerine halk\u0131n kendi iradesiyle in\u015fa edece\u011fi ya\u015fam\u0131 son derece \u00f6nemli ve hayat\u0131d\u0131r.<\/p>\n<p class=\"s4\"><span class=\"s2\">Demokratik Modernite ve Demokratik Ulus Kavram\u0131<\/span><\/p>\n<p class=\"s4\">Mevcut sorunlar kar\u015f\u0131s\u0131nda, &#8220;Demokratik Modernite&#8221; tek alternatif bir paradigma konumundad\u0131r. Demokratik modernite, kapitalist modernitenin sermayecilik, end\u00fcstricilik ve ulus-devlet\u00e7ilik sacaya\u011f\u0131na kar\u015f\u0131, <span class=\"s2\">demokratik <\/span><span class=\"s2\">kom\u00fcnalite<\/span><span class=\"s2\">, eko-end\u00fcstriyel ve demokratik ulus<\/span> olarak varolu\u015f kazan\u0131r. Bu paradigma, toplumsal do\u011fan\u0131n esnek zek\u00e2 olarak, \u00f6zg\u00fcrl\u00fck kapasitesi y\u00fcksek farkl\u0131l\u0131klar i\u00e7inde birlik olarak varolu\u015f haline uygun bir ya\u015fam tarz\u0131n\u0131 ifade eder.<\/p>\n<p class=\"s4\">Demokratik modernitenin temel unsurlar\u0131ndan biri olan <span class=\"s2\">demokratik ulus<\/span>, ulus-devlet anlay\u0131\u015f\u0131n\u0131n kat\u0131 ve d\u0131\u015flay\u0131c\u0131 yap\u0131s\u0131n\u0131n aksine, \u00e7ok kimlikli, \u00e7ok k\u00fclt\u00fcrl\u00fc ve \u00e7ok siyasi olu\u015fumlu bir ulus t\u00fcr\u00fcn\u00fc tan\u0131mlar. Bu ulus, dil, etnisite, din ve devlet esasl\u0131 olmayan bir ulusal in\u015fa perspektifiyle, b\u00fcnyesinde \u00e7ok dilli, etnisiteli, dinli, mezhepli ve siyasi olu\u015fumlu unsurlar\u0131 b\u00fct\u00fcnle\u015ftirerek muazzam bir \u00e7\u00f6z\u00fcmleyici rol oynar. Demokratik ulus, t\u00fcm kabile, a\u015firet, kavim ve ailelerin ahlaki ve politik toplum birimi olarak yer ald\u0131\u011f\u0131, kendi dil ve k\u00fclt\u00fcr zenginliklerini yeni ulusa aktard\u0131\u011f\u0131, hi\u00e7bir etnik grubun, mezhebin, inanc\u0131n veya ideolojinin tek ba\u015f\u0131na egemenli\u011fine yer vermedi\u011fi bir yap\u0131d\u0131r. Burada \u00f6nemli olan, &#8220;farkl\u0131l\u0131k i\u00e7inde birlik&#8221; halinin en uygun bi\u00e7imi olabilmesidir.<\/p>\n<p class=\"s4\">Demokratik ulusun bedeni <span class=\"s2\">demokratik \u00f6zerkliktir<\/span>. Demokratik \u00f6zerklik, bireylerin ve topluluklar\u0131n kendi \u00f6z iradeleriyle kendilerini y\u00f6netmeleri anlam\u0131na gelir. Bu, en k\u00fc\u00e7\u00fck klan toplumundan en geni\u015f ulusal toplumlara kadar yayg\u0131nla\u015fan ve s\u00fcreklili\u011fi olan bir erki ifade eder. Demokratik \u00f6zerklik, k\u00fclt\u00fcrel, ekonomik, sosyal, hukuki ve diplomatik boyutlar\u0131yla geni\u015f\u00e7e tan\u0131mlanabilir ve egemen ulus-devletlerle ortak bir siyasi \u00e7at\u0131 alt\u0131nda ya\u015faman\u0131n asgari ko\u015fulu olarak sunulur. Demokratik \u00f6zerkli\u011fi kabul etmek, ulus-devletlerin inkar ve imha politikalar\u0131ndan vazge\u00e7mesi ve ezilen ulusun da kendi ulus-devlet\u00e7i\u011fini kurma fikrini terk etmesiyle m\u00fcmk\u00fcn olacakt\u0131r.<\/p>\n<p class=\"s4\">Demokratik modernitenin y\u00f6netim bi\u00e7imi ise <span class=\"s2\">demokratik konfederalizm<\/span>dir. Demokratik konfederalizm, ulus-devletin kat\u0131 merkeziyet\u00e7i yap\u0131s\u0131na kar\u015f\u0131, farkl\u0131 ve \u00e7ok katmanl\u0131 siyasi olu\u015fumlara a\u00e7\u0131k, yatay ve dikey siyasi olu\u015fumlar\u0131 denge i\u00e7inde bir arada tutan bir sistemdir. Askeri tekel olarak de\u011fil, toplumun i\u00e7 ve d\u0131\u015f g\u00fcvenlik ihtiya\u00e7lar\u0131na g\u00f6re demokratik organlar\u0131n s\u0131k\u0131 kontrol\u00fc alt\u0131nda \u00f6z savunma birlikleri temel g\u00fcc\u00fc olu\u015fturur. Hegemonyac\u0131l\u0131\u011fave ideolojik hegemonyac\u0131l\u0131\u011fa yer yoktur; \u00e7o\u011fulculuk, farkl\u0131 g\u00f6r\u00fc\u015f ve ideolojilere sayg\u0131 esast\u0131r.<\/p>\n<p class=\"s3\"><span class=\"s2\">Demokratik Siyaset ve M\u00fczakere<\/span><\/p>\n<p class=\"s4\">Demokratik siyaset, ahlaki ve politik toplumu \u00f6zg\u00fcr temelde kendi i\u015flevine kavu\u015fturmak anlam\u0131na gelmektedir. Bu, iktidar tekelinden pay alma amac\u0131 g\u00fctmeyen, toplumun ortak hayati \u00e7\u0131karlar\u0131 i\u00e7in do\u011fru kararlar almay\u0131 ve uygulamalar\u0131 takip etmeyi i\u00e7eren bir yakla\u015f\u0131md\u0131r. Demokratik siyaset, g\u00fcn\u00fcm\u00fczde derinle\u015fen devlet krizlerini a\u015fman\u0131n yeg\u00e2ne yoludur. Politikay\u0131 devlet idaresinin z\u0131dd\u0131 olarak d\u00fc\u015f\u00fcnmek, toplumun devlet taraf\u0131ndan y\u00f6netilmesinin alternatifi olarak anlam bulur.<\/p>\n<p class=\"s4\">Suriye ba\u011flam\u0131nda, demokratik m\u00fczakere, bar\u0131\u015f ve demokratik toplumun in\u015fas\u0131 i\u00e7in temel bir y\u00f6ntemdir. Bu m\u00fczakere, \u00e7at\u0131\u015fmalar\u0131n son bulmas\u0131 ve silahlar\u0131n b\u0131rak\u0131lmas\u0131n\u0131n \u00f6tesinde, yepyeni bir d\u00f6nemin ba\u015flang\u0131c\u0131n\u0131 ifade eder. Bu, ulus-devletleri tamamen ortadan kald\u0131rmadan, onlar\u0131n demokratik anayasal \u00e7\u00f6z\u00fcme ba\u011fl\u0131 olmas\u0131n\u0131 gerektirir.<\/p>\n<p class=\"s4\">Demokratik entegrasyon, \u00e7oklu k\u00fclt\u00fcrel kimliklere sahip uluslar\u0131n demokratik olmak kadar, zengin ve bar\u0131\u015f\u00e7\u0131l olmaya daha yatk\u0131n oldu\u011fu Ortado\u011fu toplumlar\u0131 i\u00e7in idealdir. Bu entegrasyon s\u00fcreci, ulus-devletlerin dayatt\u0131\u011f\u0131 tek tip vatanda\u015fl\u0131k yerine, her toplulu\u011fun kendi \u00f6z kimli\u011fiyle ve demokratik federe yap\u0131s\u0131yla yer alma hakk\u0131n\u0131 tan\u0131r. K\u00fcrtler i\u00e7in demokratik ulus in\u015fac\u0131l\u0131\u011f\u0131, Ortado\u011fu&#8217;nun ulus-devlet bunal\u0131m\u0131na kar\u015f\u0131 muazzam bir etki yaratma potansiyeli ta\u015f\u0131r. Bu, ayn\u0131 zamanda, kom\u00fcnal birliktelik gibi projelerle Arap, T\u00fcrk, K\u00fcrt ve Fars \u00e7o\u011ful uluslar\u0131 aras\u0131nda \u00e7at\u0131\u015fmal\u0131 s\u00fcre\u00e7leri tersine \u00e7evirerek dayan\u0131\u015fmac\u0131, kom\u00fcnal demokratik siyasi olu\u015fumlarla bar\u0131\u015fa ve ulus-devlet \u00f6tesi ortakl\u0131klara yol a\u00e7abilir.<\/p>\n<p class=\"s4\"><span class=\"s2\">Demokratik Entegrasyon ve M\u00fczakere i\u00e7in Temel Unsurlar<\/span><\/p>\n<p class=\"s4\">Demokratik entegrasyon ve m\u00fczakere s\u00fcrecinin ba\u015far\u0131s\u0131, a\u015fa\u011f\u0131daki temel unsurlar\u0131n varl\u0131\u011f\u0131na ve geli\u015ftirilmesine ba\u011fl\u0131d\u0131r:<\/p>\n<div class=\"s6\"><span class=\"s5\">\u2022 <\/span><span class=\"s2\">Ahlaki ve Politik Toplum:<\/span> Toplumun kendi hayati i\u015fleri \u00fczerinde d\u00fc\u015f\u00fcn\u00fcp tart\u0131\u015fma, karar verme ve eyleme ge\u00e7me yetene\u011fi, ahlak ve demokrasinin kayna\u011f\u0131n\u0131 olu\u015fturur. Ahlak, toplumun varl\u0131\u011f\u0131n\u0131 s\u00fcrd\u00fcren ve krizlerden \u00e7\u0131k\u0131\u015f i\u00e7in temel olan bir dokudur.<\/div>\n<div class=\"s6\"><span class=\"s5\">\u2022 <\/span><span class=\"s2\">\u00d6z Savunma:<\/span> Toplumsal kimli\u011fi koruma, politikle\u015fmeyi sa\u011flama ve demokratikle\u015fmeyi ger\u00e7ekle\u015ftirme olgusuyla i\u00e7 i\u00e7e olan \u00f6z savunma, demokratik uygarl\u0131\u011f\u0131n vazge\u00e7ilmez bir unsurudur. Kad\u0131n\u0131n m\u00fclkiyet anlay\u0131\u015f\u0131ndan kurtulmas\u0131, demokratik ulus in\u015fas\u0131n\u0131n ilk ad\u0131m\u0131d\u0131r.<\/div>\n<div class=\"s6\"><span class=\"s5\">\u2022 <\/span><span class=\"s2\">Kom\u00fcnal Ekonomi ve Eko-End\u00fcstri:<\/span> Toplumsal art\u0131k de\u011fer \u00fczerine kurulu sermaye tekelleriyle daimi \u00e7eli\u015fki i\u00e7inde olan kom\u00fcnal ekonomi, toplumsal ihtiya\u00e7lar\u0131 ve ekolojik unsurlar\u0131 dikkate alarak i\u015fsizlik, yoksulluk ve a\u00e7l\u0131\u011f\u0131 ortadan kald\u0131rmay\u0131 hedefler. Ekolojik end\u00fcstri, \u00e7evreyle uyumlu bir kalk\u0131nma modeli sunar.<\/div>\n<div class=\"s6\"><span class=\"s5\">\u2022 <\/span><span class=\"s2\">Yeni Akademik Yakla\u015f\u0131mlar:<\/span> Sosyal bilimlerde devrime en geni\u015f zemini sunan demokratik uygarl\u0131k, piyasadaki entelekt\u00fcel sermaye ile kar\u015f\u0131lanamayacak olan yeni akademi kaynakl\u0131 kadro ve bilime ihtiya\u00e7 duyar. Kom\u00fcnal birliktelik in\u015fas\u0131, Ortado\u011fu&#8217;daki demokratik modernite \u00e7\u00f6z\u00fcm\u00fcn\u00fcn yolunu ayd\u0131nlatan bir \u0131\u015f\u0131kt\u0131r.<\/p>\n<p class=\"s4\">Hesek\u00ea merkezli Kuzey ve Do\u011fu Suriye Bile\u015fenleri Ortak Tutum Konferans\u0131, bu do\u011frultuda \u00f6nemli bir ad\u0131m atarak, \u00e7o\u011fulcu ve e\u015fit vatanda\u015fl\u0131\u011fa dayal\u0131 bir demokratik y\u00f6netim talebini ilan etmi\u015ftir. Konferans, Suriye&#8217;nin birli\u011fi ve egemenli\u011finin ancak inan\u00e7 \u00f6zg\u00fcrl\u00fc\u011f\u00fc, toplumsal adalet ve ademi merkeziyet\u00e7ili\u011fi garanti alt\u0131na alan <span class=\"s2\">demokratik bir anayasa<\/span> ile m\u00fcmk\u00fcn olaca\u011f\u0131n\u0131 vurgulam\u0131\u015ft\u0131r. QSD&#8217;nin, yeni bir Suriye ulusal ordusunun \u00e7ekirde\u011fini olu\u015fturacak me\u015fru g\u00fc\u00e7 oldu\u011fu belirtilmi\u015ftir.<\/p>\n<p class=\"s4\">Demokratik \u00e7\u00f6z\u00fcm, ilgili ulus-devletlerin inkar ve imha politikalar\u0131ndan vazge\u00e7mesi, K\u00fcrt halk\u0131n\u0131n demokratik ulus olma hakk\u0131n\u0131 ve demokratik \u00f6zerk y\u00f6netim stat\u00fcs\u00fcn\u00fc kabul etmesiyle m\u00fcmk\u00fcnd\u00fcr. Bu \u00e7\u00f6z\u00fcm, ulus-devletin kendisini tasfiye etmesini de\u011fil, onunla ko\u015fullu bir uzla\u015fmay\u0131 ve y\u00f6netim payla\u015f\u0131m\u0131n\u0131 \u00f6ng\u00f6r\u00fcr. Demokratik modernite, ge\u00e7mi\u015fin derslerinden \u00e7\u0131kar\u0131lan sonu\u00e7larla, \u015fimdiyi g\u00fc\u00e7l\u00fc bir \u015fekilde in\u015fa ederek gelece\u011fe umutla bakma vizyonunu sunar. Bu, ne bir &#8220;alt\u0131n \u00e7a\u011f&#8221; hayali ne de gelece\u011fe ili\u015fkin bir &#8220;\u00fctopya&#8221;d\u0131r; aksine, g\u00fcnl\u00fck ve anl\u0131k ihtiya\u00e7 olarak d\u00fc\u015f\u00fcnce ve eylemde ger\u00e7ekle\u015fen, ya\u015fam tarz\u0131n\u0131n anlam ifadesidir. Ya\u015fam\u0131n her alan\u0131nda etik, estetik, felsefi ve bilimsel bir zihniyet ve irade olu\u015fturarak, insan\u0131 kendi prati\u011fine ve eme\u011fine yabanc\u0131la\u015ft\u0131rmayan bir toplum in\u015fa etmek m\u00fcmk\u00fcnd\u00fcr.<\/p>\n<p class=\"s4\">Suriye ve t\u00fcm Ortado\u011fu, bu tarihsel kav\u015fakta ya \u00e7at\u0131\u015fma ve kaosu derinle\u015ftirecek ya da demokratik entegrasyon ve m\u00fczakere yoluyla onurlu bir bar\u0131\u015fa, \u00f6zg\u00fcrl\u00fc\u011fe ve e\u015fitli\u011fe ula\u015facakt\u0131r.
