Kongresi Perspektif Belgesi, tarihsel ve g\u00fcncel veriler \u0131\u015f\u0131\u011f\u0131nda \u201cK\u00fcrt ve K\u00fcrdistan Ger\u00e7ekli\u011fi\u201d kavram\u0131n\u0131 derinlemesine irdeledi. Bu belge, bir d\u00f6nemin sona erdi\u011fini ve yeni d\u00f6nemde K\u00fcrt ger\u00e7ekli\u011finin yeniden in\u015fas\u0131n\u0131n \u015fart oldu\u011funu vurguluyor. Reber Apo, metninin giri\u015finde \u201cK\u00fcrt varl\u0131\u011f\u0131nda ve sorunsall\u0131\u011f\u0131nda bir d\u00f6nemin sonu, yeni d\u00f6nemin e\u015fi\u011finde olmak\u201d ba\u015fl\u0131\u011f\u0131yla, K\u00fcrt kimli\u011fi ve \u00f6zg\u00fcrl\u00fc\u011f\u00fc sorununa b\u00fct\u00fcnc\u00fcl bir yakla\u015f\u0131m gerekti\u011fini belirtti. Ger\u00e7ekli\u011fin tarihsel, sosyolojik ve ideolojik y\u00f6nleri ele al\u0131n\u0131rken, PKK\u2019nin rol\u00fc, kimlik-\u00f6zg\u00fcrl\u00fck ili\u015fkisi, reel sosyalizm ele\u015ftirisi, \u201cdemokratik ulus\u201d \u00e7\u00f6z\u00fcm\u00fc ve i\u00e7e d\u00f6n\u00fck in\u015fa vurgular\u0131 \u00f6ne \u00e7\u0131k\u0131yor.<\/p>\n<p><strong>Tarihsel Kesitler: Sel\u00e7uklu ve Osmanl\u0131 \u00d6rnekleri<\/strong><\/p>\n<p>Reber Apo\u2019nun perspektif metni, K\u00fcrt ve K\u00fcrdistan ger\u00e7e\u011fini ilk \u00e7a\u011flardan ba\u015flayarak irdeledi. Metinde, K\u00fcrdistan\u2019\u0131n tarihte ilk kez S\u00fcmerler d\u00f6neminde yer ald\u0131\u011f\u0131n\u0131n alt\u0131 \u00e7izilirken, Sel\u00e7uklu ve Osmanl\u0131 imparatorluklar\u0131 \u00f6zel \u00f6rneklerle ele al\u0131nd\u0131. \u00d6rne\u011fin, Sel\u00e7uklu Sultan\u0131 Sencer\u2019in ba\u015fkenti Hemedan\u2019a \u201cK\u00fcrdistan\u201d ad\u0131n\u0131 verdi\u011fini, bu kavram\u0131n politik bir y\u00f6netim birimi ad\u0131 olarak ilk kez kullan\u0131ld\u0131\u011f\u0131n\u0131 i\u015faret etti. B\u00fcy\u00fck Sel\u00e7uklu Sultan\u0131 Alparslan\u2019\u0131n Malazgirt sava\u015f\u0131n\u0131 \u00f6nemli oranda K\u00fcrt ittifak\u0131yla kazanmas\u0131 da \u00f6ne \u00e7\u0131kar\u0131ld\u0131. Reber Apo, Alparslan\u2019\u0131n \u00e7evresinin K\u00fcrtlerle dolu oldu\u011fu, Ahlat gibi K\u00fcrt emirlikleriyle ittifak kurularak Bizans\u2019a kar\u015f\u0131 zafer kazan\u0131ld\u0131\u011f\u0131n\u0131 yazd\u0131. Bu tarihsel kesitler, Ortado\u011fu\u2019nun \u015fekillenmesinde K\u00fcrtlerin etkin rol\u00fcn\u00fc g\u00f6stermesi a\u00e7\u0131s\u0131ndan vurguland\u0131.<\/p>\n<p>Osmanl\u0131 d\u00f6nemine gelindi\u011finde de benzer birliktelikler sergileniyor. Reber Apo, Yavuz Sultan Selim\u2019in K\u00fcrt lideri \u0130dris-i Bitlisi\u2019yle kurdu\u011fu ittifak\u0131n Osmanl\u0131\u2019n\u0131n Ortado\u011fu h\u00e2kimiyetinin temelini olu\u015fturdu\u011funu belirtti. Mercidab\u0131k, Ridaniye ve \u00c7ald\u0131ran sava\u015flar\u0131 gibi d\u00f6n\u00fcm noktalar\u0131nda K\u00fcrt-Osmanl\u0131 i\u015fbirli\u011finin etkisi \u00f6ne \u00e7\u0131k\u0131yor; Reber Apo\u2019ya g\u00f6re K\u00fcrtler, imparatorlu\u011fun \u201cas\u0131l kurucu unsurlar\u0131ndan biridir\u201d. Ayr\u0131ca \u00c7elebi Mehmet d\u00f6neminde, \u0130stanbul\u2019un fethine giden s\u00fcre\u00e7te K\u00fcrt k\u00f6kenli komutanlar\u0131n rol\u00fcne de dikkat \u00e7ekildi. \u00d6rne\u011fin, Amasya\u2019n\u0131n K\u00fcrt Pa\u015fas\u0131 Beyaz\u0131t\u2019\u0131n II. Murad\u2019\u0131 ka\u00e7\u0131r\u0131p \u00c7elebi Mehmed\u2019e teslim etmesi, simgesel bir olay olarak an\u0131ld\u0131. Benzer \u015fekilde, Kurtulu\u015f Sava\u015f\u0131 da K\u00fcrt-T\u00fcrk ittifak\u0131 sayesinde kazan\u0131ld\u0131; Reber Apo, Mustafa Kemal Pa\u015fa\u2019n\u0131n m\u00fccadeleyi Bat\u0131\u2019dan de\u011fil, Erzurum ve Silvan gibi K\u00fcrt yurtlar\u0131ndan ba\u015flatt\u0131\u011f\u0131n\u0131 vurgulayarak, bu d\u00f6nemde K\u00fcrt varl\u0131\u011f\u0131n\u0131n belirleyici oldu\u011funu kaydetti. Ancak Cumhuriyet\u2019in kurulmas\u0131ndan k\u0131sa s\u00fcre sonra K\u00fcrt kimli\u011fi yok say\u0131ld\u0131; Reber Apo bu ink\u00e2r\u0131 \u201cCumhuriyetle birlikte yok say\u0131lma\u201d olarak tan\u0131mlad\u0131.<\/p>\n<p><strong>K\u00fcrt Kimli\u011fi, \u00d6zg\u00fcrl\u00fck ve PKK<\/strong><\/p>\n<p>Reber Apo\u2019nun perspektifi, \u201cK\u00fcrt varl\u0131\u011f\u0131\u201d ve \u00f6zg\u00fcrl\u00fck aras\u0131ndaki i\u00e7 i\u00e7e ge\u00e7mi\u015f ba\u011f\u0131 ele ald\u0131. Metnin giri\u015finde Reber Apo, \u201cvarolu\u015f ile \u00f6zg\u00fcrl\u00fck ne kadar i\u00e7 i\u00e7edir\u201d sorusuyla K\u00fcrt kimli\u011fi tart\u0131\u015fmas\u0131n\u0131 ba\u015flatt\u0131. PKK\u2019yi \u201cK\u00fcrt varl\u0131\u011f\u0131n\u0131 kan\u0131tlama ve \u00f6zg\u00fcrl\u00fc\u011f\u00fcn kap\u0131s\u0131n\u0131 aralama hareketi\u201d olarak tan\u0131mlayarak, hareketin as\u0131l amac\u0131n\u0131 \u00f6znel bir tan\u0131mla ifade etti. Yani PKK\u2019nin varolu\u015funun \u00f6zg\u00fcrl\u00fck m\u00fccadelesinden ayr\u0131 d\u00fc\u015f\u00fcn\u00fclemeyece\u011fini belirtirken, K\u00fcrtlerin sadece var olduklar\u0131n\u0131 ispatlamakla yetinmediklerini, \u00f6zg\u00fcrle\u015fmenin yolunu da a\u00e7t\u0131klar\u0131n\u0131 vurgulad\u0131. Bu ba\u011flamda, Reber Apo \u00f6zg\u00fcrl\u00fck ve kimlik aras\u0131nda bir ikili\u011fe dikkat \u00e7ekti; bir halk\u0131n \u00f6zg\u00fcrle\u015fme imk\u00e2n\u0131, kendi tarihsel varl\u0131\u011f\u0131n\u0131n kabul g\u00f6rmesiyle yak\u0131ndan ili\u015fkili oldu\u011fu ortaya kondu.<\/p>\n<p>\u00d6te yandan, metinde PKK\u2019nin son 50 y\u0131ld\u0131r s\u00fcrd\u00fcrd\u00fc\u011f\u00fc direni\u015fin K\u00fcrt kimli\u011finin yeniden tan\u0131nmas\u0131n\u0131 sa\u011flad\u0131\u011f\u0131 belirtildi. Cumhuriyet d\u00f6nemi boyunca inkar edilen K\u00fcrt kimli\u011fi, PKK\u2019nin b\u00fcy\u00fck direni\u015fi sayesinde toplumsal-historik a\u00e7\u0131dan g\u00f6r\u00fcn\u00fcr k\u0131l\u0131nd\u0131 ve hem dost hem d\u00fc\u015fman taraf\u0131ndan kabul g\u00f6rd\u00fc. Reber Apo, bu ba\u015far\u0131n\u0131n K\u00fcrt halk\u0131n\u0131n \u201cb\u00fcy\u00fck bir direni\u015fle\u201d inkar\u0131 bo\u015fa \u00e7\u0131kar\u0131p ger\u00e7ek kimli\u011fini \u00f6ne \u00e7\u0131karmas\u0131yla ger\u00e7ekle\u015fti\u011fini kaydetti. Ancak ayn\u0131 zamanda, k\u00fclt\u00fcrel ve bireysel d\u00fczeyde h\u00e2l\u00e2 kimlik bunal\u0131m\u0131 ya\u015fand\u0131\u011f\u0131na dikkat \u00e7ekti; \u201cHalen kendi ger\u00e7ekli\u011finizden ka\u00e7\u0131yorsunuz\u201d diyerek, toplumsal in\u015fa eksikli\u011fine i\u015faret etti. Sonu\u00e7 olarak, PKK\u2019nin \u00f6zg\u00fcrl\u00fck m\u00fccadelesi kimlik ink\u00e2r\u0131n\u0131 geri p\u00fcsk\u00fcrtm\u00fc\u015f olsa da, Reber Apo\u2019ya g\u00f6re K\u00fcrt halk\u0131n\u0131n kendini sa\u011fl\u0131kl\u0131 bi\u00e7imde ifade edebilmesi i\u00e7in yeni toplumsal-k\u00fclt\u00fcrel kurumlar\u0131n in\u015fas\u0131na ihtiya\u00e7 vard\u0131.<\/p>\n<p><strong>Reel Sosyalizm Ele\u015ftirisi ve Demokratik Ulus<\/strong><\/p>\n<p>Reber Apo\u2019nun metninin bir di\u011fer \u00f6nemli boyutu, ideolojik d\u00f6n\u00fc\u015f\u00fcm ve sosyalizm ele\u015ftirisidir. 90\u2019lar\u0131n ba\u015f\u0131nda reel sosyalizmin y\u0131k\u0131lmas\u0131n\u0131n PKK\u2019yi ideolojik bunal\u0131ma soktu\u011fu ifade edildi. PKK\u2019nin kurulu\u015funda reel sosyalist m\u00fccadele perspektifine g\u00f6re \u00f6rg\u00fctlendi\u011fi, program ve taktiklerinin bu ilkelerle \u015fekillendi\u011fi; ancak Sovyet blo\u011fu \u00e7\u00f6kt\u00fc\u011f\u00fcnde bu zemini kaybetti\u011fi belirtildi. Reber Apo, bu d\u00f6nemde PKK\u2019nin \u201csosyalizm tandansl\u0131 ulusal kurtulu\u015f\u00e7u damar\u0131\u201d sayesinde ayakta kald\u0131\u011f\u0131n\u0131 ve yeni bir \u00e7\u0131k\u0131\u015f aray\u0131\u015f\u0131na girdi\u011fini ifade etti. Kendi partisi i\u00e7indeki bu ideolojik krize 1998 y\u0131l\u0131nda \u201cistifa\u201d karar\u0131yla m\u00fcdahale etti\u011fini, \u0130mral\u0131 s\u00fcrecinde ortaya koydu\u011fu kapsaml\u0131 de\u011ferlendirme ile yeni stratejiler geli\u015ftirdiklerini anlatt\u0131.<\/p>\n<p>Reel sosyalizm ele\u015ftirisi \u00f6zellikle 3. b\u00f6l\u00fcmde net bir \u015fekilde dile getirildi. Reber Apo\u2019ya g\u00f6re, Marksist tarihsel materyalizmdeki s\u0131n\u0131f \u00e7at\u0131\u015fmas\u0131 teorisi tarihin tamam\u0131n\u0131 a\u00e7\u0131klamakta yetersiz kald\u0131. Bunun yerine \u201cdevlet ve kom\u00fcn ikilemi\u201d \u00f6nerildi: Tarihi s\u0131n\u0131f sava\u015f\u0131n\u0131n de\u011fil, devlet ile kom\u00fcn (yerel \u00f6zg\u00fcrc\u00fcl topluluk) aras\u0131ndaki \u00e7at\u0131\u015fma tarihinin belirleyici oldu\u011funu savundu. Marksizm\u2019in s\u0131n\u0131f ayr\u0131m\u0131na dayal\u0131 \u00e7at\u0131\u015fma teorisinin reel sosyalizmin \u00e7\u00f6k\u00fc\u015f\u00fcn\u00fcn temel nedeni oldu\u011funu belirterek, bu yap\u0131n\u0131n sorgulanmas\u0131n\u0131n yeni bir sosyalist perspektif i\u00e7in \u015fart oldu\u011funu vurgulad\u0131. Yani Reber Apo\u2019ya g\u00f6re, kapitalist-modernite ele\u015ftirisiyle birlikte sosyalizm anlay\u0131\u015f\u0131nda da paradigma kaymas\u0131 ya\u015fanmal\u0131, devlet\u00e7i bir yap\u0131lanma yerine kom\u00fcnel yap\u0131lar \u00f6ne \u00e7\u0131kar\u0131lmal\u0131d\u0131r.<\/p>\n<p>Bu ba\u011flamda \u201cdemokratik ulus\u201d \u00e7\u00f6z\u00fcm\u00fc \u00f6ne \u00e7\u0131kt\u0131. Reber Apo, ulus-devletin yerine demokratik ulus modelini, kapitalizmin yerine eko-ekonomiyi, end\u00fcstriyalizmin yerine ise kom\u00fcnalite (ortakla\u015fa ekonomi ve toplum) anlay\u0131\u015f\u0131n\u0131 koyduklar\u0131n\u0131 a\u00e7\u0131klad\u0131. Bu yeni toplum tasavvurunu \u201cDemokratik Modernite\u201d olarak tan\u0131mlayan Reber Apo, demokratik ulusun bar\u0131\u015f\u00e7\u0131l \u00e7\u00f6z\u00fcm yolunun temelinde oldu\u011funu belirtti. Perspektif belgesinde, demokratik ulus \u00e7\u00f6z\u00fcm\u00fcn\u00fcn \u00f6n\u00fcm\u00fczdeki s\u00fcrecin temelini olu\u015fturaca\u011f\u0131; hem K\u00fcrtlerin hem de T\u00fcrkiye toplumunun kal\u0131c\u0131 bar\u0131\u015f ve \u00f6zg\u00fcrl\u00fc\u011fe eri\u015febilmesi i\u00e7in bu modelin benimsenmesi gerekti\u011fi vurguland\u0131. Bu, PKK i\u00e7in de stratejik bir d\u00f6n\u00fc\u015f\u00fcm\u00fc temsil ediyor; \u015e\u00f6yle ki, eski \u201cs\u0131n\u0131f sava\u015f\u0131m\u0131\u201d perspektifi yerine yeni d\u00f6nemde demokratik kimlik ve kurumlar in\u015fas\u0131na odaklan\u0131laca\u011f\u0131 ilan edildi.<\/p>\n<p><strong>Judenrat ve \u0130\u015fbirlik\u00e7i Ger\u00e7ekli\u011fi<\/strong><\/p>\n<p>Reber Apo perspektif metninde, K\u00fcrt ger\u00e7ekli\u011fi i\u00e7inde bir de \u201cJudenrat\u201d benzetmesiyle ele\u015ftirel bir tespit yapt\u0131. Burada Judenrat terimi, Nazi i\u015fgali alt\u0131ndaki Yahudilerin bir k\u0131sm\u0131n\u0131n i\u015fbirlik\u00e7i komiteler olu\u015fturmas\u0131na g\u00f6nderme yap\u0131yor. Reber Apo, K\u00fcrt tarihi ba\u011flam\u0131nda baz\u0131 \u00f6nde gelen aile ve a\u015firetlerin de t\u0131pk\u0131 Judenratlar gibi davrand\u0131\u011f\u0131n\u0131 ileri s\u00fcrd\u00fc. Barzaniler, Bedirxaniler ve \u015eeyh Sait\u2019in baz\u0131 torunlar\u0131 gibi K\u00fcrt \u00f6nder ailelerin, kendi \u00e7\u0131karlar\u0131 i\u00e7in K\u00fcrt kimli\u011finin zay\u0131flat\u0131lmas\u0131na katk\u0131da bulunduklar\u0131n\u0131 belirtti. Bu ailelerin, ailelerini koruma ama\u00e7l\u0131 olarak \u201cK\u00fcrtl\u00fc\u011f\u00fc imhaya\u201d y\u00f6neldiklerini iddia eden Reber Apo, yani kendi halklar\u0131na ihanet ettiklerini vurgulad\u0131. Reber Apo\u2019ya g\u00f6re bu kavramsal yakla\u015f\u0131m, \u201cs\u00f6m\u00fcrgecilik \u00f6tesi\u201d yeni bir ger\u00e7ekli\u011fi adeta \u00e7\u00f6z\u00fcml\u00fcyor ve K\u00fcrt sorununu daha ger\u00e7ek\u00e7i bi\u00e7imde anlamaya katk\u0131 sa\u011fl\u0131yor.<\/p>\n<p><strong>\u0130\u00e7e D\u00f6n\u00fck \u0130n\u015fa ve Yeni D\u00f6nem<\/strong><\/p>\n<p>Belgenin son b\u00f6l\u00fcmlerinde ise, d\u0131\u015fa y\u00f6nelik silahl\u0131 m\u00fccadele d\u00f6neminin kapand\u0131\u011f\u0131 ve yeni d\u00f6nemde i\u00e7e d\u00f6n\u00fck in\u015fa s\u00fcrecinin ba\u015flayaca\u011f\u0131 ilan edildi. Reber Apo\u2019ya g\u00f6re, PKK art\u0131k d\u0131\u015f bask\u0131ya direnme ba\u015far\u0131s\u0131n\u0131 g\u00f6sterdi ve \u00f6rg\u00fct\u00fcn \u00f6mr\u00fcn\u00fc doldurmas\u0131n\u0131n bir nedeni de bu ba\u015far\u0131n\u0131n sa\u011flanmas\u0131d\u0131r. Bundan sonra m\u00fccadelenin oda\u011f\u0131, k\u00fclt\u00fcrel ve yap\u0131sal in\u015fa \u00e7abas\u0131na kayacakt\u0131r.
