Sykes-picot \u2019un T\u00fcrkiye aya\u011f\u0131 olan Sevr s\u00fcreci, Lozan ad\u0131yla T\u00fcrk ulus-devlet yap\u0131lanmas\u0131yla de\u011fi\u015fime u\u011fram\u0131\u015ft\u0131r. Pers-\u015eii merkezli \u0130ran\u2019\u0131n ise, 1979 sonras\u0131 ulus-devlet stat\u00fckoculu\u011fuyla olu\u015fmu\u015f bir yap\u0131lanmad\u0131r. Dolay\u0131s\u0131yla \u0130ran \u00a0ve T\u00fcrk ulus- devlet yap\u0131lanmas\u0131, Ortado\u011fu de\u011fi\u015fim denkleminde yeniden d\u00f6n\u00fc\u015f\u00fcm s\u00fcrecinde olaca\u011f\u0131n\u0131 \u00f6ng\u00f6rebiliriz.<\/p>\n<p>Sykes-picot, Lozan ile b\u00f6lge stat\u00fckocu ulus-devlet yap\u0131s\u0131 ve yapay s\u0131n\u0131rlar\u0131n kurulu\u015f felsefesine kar\u015f\u0131 halklar, kesintili olsa\u00a0 bir \u00e7ok y\u00f6nden m\u00fccadele s\u00fcreci ya\u015fanm\u0131\u015ft\u0131r. Sykes-Picot, Lozan gibi antla\u015fmalarla olu\u015fturulan merkezi ulus-devlet stat\u00fckoculu\u011fu genellikle kapitalizmin s\u00f6m\u00fcrgeci \u00e7\u0131karlar\u0131na g\u00f6re \u015fekillenen, yerel Ortado\u011fu halklar\u0131n kimlikleriyle, k\u00fclt\u00fcrleriyle, inan\u00e7lar\u0131yla, kad\u0131n \u00f6zg\u00fcrl\u00fck anlay\u0131\u015f\u0131yla \u00a0uyumsuz ve d\u0131\u015ftal\u0131y\u0131c\u0131, merkeziyet\u00e7i, S\u00fcnni, tek\u00e7i, cinsiyet\u00e7i, kavimci ve cinsiyet\u00e7i\u00a0 bask\u0131c\u0131 rejimlerle y\u00f6netildiler. Bu yap\u0131lar, halklar\u0131n k\u00fclt\u00fcrel, inan\u00e7 ve Etnisite olarak kendini ifade etme, kendi kimliklerini \u00f6zg\u00fcrce in\u015fa etme hakk\u0131n\u0131 s\u00fcrekli olarak ihlal ederek k\u00fclt\u00fcrel ve siyasal soyk\u0131r\u0131m s\u00fcrecini ya\u015fatt\u0131lar.<\/p>\n<p>Halklar\u0131n uzun s\u00fcre verdi\u011fi m\u00fccadele kar\u015f\u0131s\u0131nda, Ortado\u011fu\u2019daki merkezi, homojen ulus-devletler, te\u015fhir edilerek a\u015f\u0131lmas\u0131 gereken bir konuma gelirken, d\u0131\u015far\u0131dan gelen bask\u0131larla kar\u015f\u0131 kar\u015f\u0131yad\u0131r. Bu durum, ulus-devletin halklar i\u00e7in bir s\u0131n\u0131rlay\u0131c\u0131, merkeziyet\u00e7i, cinsiyet\u00e7i, kavimci tek\u00e7ili\u011fi ve bask\u0131c\u0131 yap\u0131 oldu\u011funa dair toplumlarda bir fark\u0131ndal\u0131\u011f\u0131n artt\u0131\u011f\u0131n\u0131 g\u00f6steriyor. G\u00fcn\u00fcm\u00fczde, Sykes-Picot ve Lozan gibi kurulu\u015f felsefesiyle varl\u0131k kazanan merkezi, homojen ulus devletleler, hem halklar\u0131n hem de ulus \u00fcst\u00fc tekeller (\u00e7ok uluslu \u015firketler, k\u00fcresel finans kurumlar\u0131, askeri g\u00fc\u00e7ler, vs.) ile giderek daha fazla \u00e7at\u0131\u015fma i\u00e7indedir. \u00c7\u00fcnk\u00fc ulus devletler, kendi s\u0131n\u0131rlar\u0131n\u0131, egemenliklerini ve homojen yap\u0131lar\u0131n\u0131 savunmak i\u00e7in stat\u00fckocu temelinde kendilerinde \u0131srar ederken, ulus \u00fcst\u00fc tekeller, sermaye hareketlili\u011fi ve k\u00e2r odakl\u0131 stratejiler do\u011frultusunda daha geni\u015f s\u0131n\u0131rlar\u0131n i\u00e7ine girmeyi dolay\u0131s\u0131yla var olan i\u00e7 engelleri a\u015farak bu yap\u0131lar\u0131n \u00e7\u00f6z\u00fclmesini ve kendi k\u00fcresel sermaye \u00e7\u0131karlar\u0131na g\u00f6re yeniden dizayn etmeyi ama\u00e7l\u0131yor. Dolay\u0131s\u0131yla hem i\u00e7ten geli\u015fen halklar\u0131n \u00f6zg\u00fcrl\u00fck talepleri hem de d\u0131\u015ftan gelen bask\u0131larla b\u00f6lge ulus-devlet stat\u00fckoculu\u011fu bir k\u0131ska\u00e7 i\u00e7inde olduklar\u0131 ve giderek \u00e7\u00f6z\u00fclmeye do\u011fru bir hareket halindedir. \u00a0Bu s\u00fcrecin hegomonik akt\u00f6rleri, Ortado\u011fu yeniden yap\u0131lanma s\u00fcrecinde ulus-devlet yap\u0131lar\u0131n\u0131 kendi k\u00fcresel sermaye \u00e7\u0131karlar\u0131 ve g\u00fcvenlikleri i\u00e7in, par\u00e7alama ve b\u00f6lme dahil \u00a0yeniden yap\u0131land\u0131r\u0131rken, halklar\u0131n bu denklemde rol\u00fc ve alternatiflerinin ne olaca\u011f\u0131na ili\u015fkin yan\u0131t\u0131 \u00f6nem kazanm\u0131\u015f durumdad\u0131r.<\/p>\n<p><strong>\u00c7\u00f6z\u00fcm olarak, demokratik ulus, demokratik \u00f6zerklik, demokratik konfederalizm.<\/strong><\/p>\n<p>Sykes-picot ve Lozan gibi antla\u015fmalar\u0131n temellerinin sars\u0131lmas\u0131 ve \u00e7\u00f6z\u00fcl\u00fc\u015fe do\u011fru gitmesi, b\u00fct\u00fcnsel bir sistemin yeniden do\u011fmas\u0131 anlam\u0131na gelmektedir. K\u00fcresel g\u00fc\u00e7lerin Ortado\u011fu dizayn s\u00fcrecinde d\u00f6n\u00fc\u015fen ulus-devlet sistemlerini par\u00e7alama ve b\u00f6l\u00fcnmesi dahil olmak \u00fczere kendi sermaye \u00e7\u0131karlar\u0131na g\u00f6re tekrardan halklar\u0131 katmadan, d\u0131\u015flayarak \u00a0dizayn edilmesine kar\u015f\u0131, halklar\u0131n yan\u0131t\u0131 ve alternatifi demokratik ulus paradigmas\u0131 \u00fczerinden halklar\u0131n demokratik birli\u011fine dayal\u0131, demokratik \u00f6zerklik ve demokratik konfederalizm sistemleri bi\u00e7iminde somutla\u015fmas\u0131 gerekmektedir. Tarihsel-toplum ak\u0131\u015f\u0131 halklar\u0131n demokratik birli\u011fine dayal\u0131 kendi, kendini yerel y\u00f6netimlerle y\u00f6netme d\u00f6nemine do\u011fru evrilme d\u00f6nemidir.<\/p>\n<p>Ulus- devletlerin halklar ve ulus \u00fcst\u00fc tekeler aras\u0131nda ya\u015fanan \u00e7eli\u015fkiler kar\u015f\u0131s\u0131nda, halklar\u0131n bu s\u00fcreci kendi lehlerine \u00e7evirmeleri i\u00e7in tarihi bir f\u0131rsat yaratmaktad\u0131r. Dolay\u0131s\u0131yla ulus-devletlerin, ulus \u00fcst\u00fc \u00a0ile halklar aras\u0131nda \u00e7eli\u015fki, merkeziyet\u00e7i tek tip\u00e7i kimlik yap\u0131lar kar\u015f\u0131s\u0131nda, Ortado\u011fu\u2019daki halklar\u0131n tarihi, k\u00fclt\u00fcrel, inan\u00e7sal ve etnik kimlerini tan\u0131yan \u00f6zg\u00fcrl\u00fcklerini garanti alt\u0131na alan yeni y\u00f6netim modellerine duyulan ihtiyac\u0131 peki\u015ftirmektedir. Merkeziyet\u00e7i yap\u0131lara kar\u015f\u0131 alternatif y\u00f6netim bi\u00e7imleri olan \u00f6zerklik, federalizm ve konfederal modeller, merkezi ulus-devletin dayatmalar\u0131na kar\u015f\u0131 halklar\u0131n \u00f6zg\u00fcrl\u00fcklerini savunmalar\u0131 i\u00e7in bir yol olarak \u00f6ne \u00e7\u0131kmaktad\u0131r.<\/p>\n<p>Dolay\u0131s\u0131yla Sykes-picot gibi antla\u015fmalarla kurulan ve g\u00fcn\u00fcm\u00fczde temelleri sars\u0131lan ulus-devlet yap\u0131lar\u0131na kar\u015f\u0131 halklar\u0131n kendi \u00f6z kimliklerini ve y\u00f6netim bi\u00e7imlerini ke\u015ffetme s\u00fcrecinin ba\u015flatm\u0131\u015ft\u0131r. Ortado\u011fu halklar\u0131n y\u0131llarca s\u00fcren bu tek\u00e7i, merkeziyet\u00e7i, S\u00fcnni, cinsiyet\u00e7i, kavimci ve dinci ulus-devletin yok edici, eritici yakla\u015f\u0131mlar\u0131na, dolay\u0131s\u0131yla etnik, k\u00fclt\u00fcrel ve inan\u00e7lar aras\u0131na \u00e7izilen yapay s\u0131n\u0131rlara kar\u015f\u0131 \u00f6zg\u00fcrl\u00fck ve kendini y\u00f6netme aray\u0131\u015flar\u0131, bu yeni d\u00f6nemde daha g\u00f6r\u00fcn\u00fcr hale gelmi\u015f durumdad\u0131r. Geli\u015fen bu \u00f6zg\u00fcrl\u00fck, demokrasi ve kendi, kendini y\u00f6netme arzusu, halklar\u0131n merkeziyet\u00e7i, tek\u00e7i, cinsiyet\u00e7i, kavimci, dinci ulus-devlet yap\u0131lar\u0131 i\u00e7inde de\u011fil, daha \u00e7ok \u00f6zerklik, federalizm gibi daha esnek ve demokratik modellerle kendini bulmaya ve y\u00f6netmeye ba\u015flanaca\u011f\u0131 g\u00f6z\u00fckmektedir. B\u00f6lge ulus-devlet stat\u00fckoculu\u011funa kar\u015f\u0131, halklar\u0131n \u00f6zg\u00fcrl\u00fck ve demokrasi m\u00fccadelesini, bu s\u00fcrecin itici g\u00fcc\u00fc olarak ele almak gerekir. Demokrasi, \u00e7o\u011fulculuk ve kat\u0131l\u0131mc\u0131 y\u00f6netim talepleri, Sykes-picot ve Lozan\u2019\u0131n\u0131n, \u00a0halklar aras\u0131na olu\u015fturdu\u011fu yapay s\u0131n\u0131rlar \u00a0ve diktat\u00f6ryel \u015fekillenmenin d\u0131\u015f\u0131nda yeni bir Ortado\u011fu vizyonunun temel ta\u015flar\u0131n\u0131 olu\u015fturmaktad\u0131r.<\/p>\n<p>Ortado\u011fu yeniden yap\u0131land\u0131r\u0131l\u0131rken halklar\u0131n yan\u0131t\u0131 demokratik ulus sistemi i\u00e7inde \u00e7o\u011funluk\u00e7u demokratik sistemlerin geli\u015fme s\u00fcrecinin ba\u015flang\u0131c\u0131d\u0131r. \u00c7o\u011fulcu ve konfederal bir demokratik sistemin geli\u015fmesi hem b\u00f6lgesel dengeleri koruyabilecek bir model sunuyor hem de sermayenin g\u00fcvenli bir \u015fekilde demokrasi zemini bulmas\u0131n\u0131 sa\u011flamaktad\u0131r. Halklar\u0131n b\u00fct\u00fcnl\u00fck i\u00e7inde farkl\u0131 ve \u00e7e\u015fitlili\u011fin zenginlik say\u0131ld\u0131\u011f\u0131 demokratik sistemlerinin \u00f6rg\u00fctlendirme s\u00fcrecidir. \u0130\u00e7 i\u00e7e demokratik ve \u00e7o\u011fulcu bir zeminde birlikte ya\u015fama k\u00fclt\u00fcr\u00fc anlay\u0131\u015f\u0131yla, \u015fiddeti, tahakk\u00fcm\u00fc, hegemonyay\u0131 d\u0131\u015flayarak, siyasi, k\u00fclt\u00fcrel, ekonomik ve ideolojik m\u00fccadeleyle sistem i\u00e7inde sistemsel m\u00fccadele etmenin ko\u015fullar\u0131 \u00a0olu\u015fturmak gerekiyor. Dolay\u0131s\u0131yla demokratik ulus fikri ve sistemi, ortak ve b\u00fct\u00fcnsel bir zeminde rakabet etmeyi ve siyaset yapmay\u0131 \u00f6ng\u00f6r\u00fcyor.<\/p>\n<p>Demokratik ulus \u00f6rg\u00fctleri, birim\u00a0 ve g\u00fc\u00e7lerinin, politik bilinci, \u00f6rg\u00fctl\u00fcl\u00fc\u011f\u00fc, paradigmas\u0131 ve m\u00fccadele \u00f6nc\u00fcl\u00fc\u011f\u00fc, demokratik sistem modellerinin geli\u015fmesi i\u00e7in g\u00fc\u00e7l\u00fc bir m\u00fccadele zemini sunmaktad\u0131r. Ortado\u011fu yeniden yap\u0131lanma s\u00fcrecinde, ulus-devletin, tek\u00e7i, merkeziyet\u00e7i, S\u00fcnni, cinsiyet\u00e7i, dinci ve kavimci yap\u0131lanmalar\u0131n \u00f6tesi bir d\u00f6n\u00fc\u015f\u00fcm s\u00fcreci ya\u015f\u0131yorsa, yeni kurulan yap\u0131lar\u0131n, k\u00fcresel sermayenin \u00e7\u0131karlar\u0131na g\u00f6re bir \u015fekillenme yerine, buna kar\u015f\u0131\u00a0 ola\u011fan\u00fcst\u00fc bir m\u00fccadeleyle demokratik \u00f6zerklik ve konfederalizm temelinde \u00a0halklar\u0131n \u00e7\u0131karlar\u0131na g\u00f6re d\u00f6n\u00fc\u015ft\u00fcr\u00fclmelidir. Bunun i\u00e7in demokratik ulus g\u00fc\u00e7lerinin, merkeziyet\u00e7i, tek\u00e7i, cinsiyet\u00e7i, dinci ve kavimci ulus-devlet modellerine kar\u015f\u0131 alternatif bir y\u00f6netim bi\u00e7imini geli\u015ftirme konusunda hem teorik, hem paradigmasal hem de pratik olarak bir birikim ve tecr\u00fcbeye sahiptir. Demokratik ulus paradigmas\u0131 \u00e7er\u00e7evesinde kuzey ve do\u011fu s\u00fcriyede ba\u015fta ermeni, Hristiyan, ezidi, Arap, K\u00fcrt, T\u00fcrkmen, \u00c7erkez, Asuri S\u00fcryani ve t\u00fcm etnik, inan\u00e7, k\u00fclt\u00fcrel halklar\u0131n ortak anlamda kendi, kendini demokratik \u00f6zerklik temelinde y\u00f6netmesi buna \u00f6rnektir. Bundan dolay\u0131 demokratik \u00f6zerklik y\u00f6netim anlay\u0131\u015f\u0131, 13 y\u0131ll\u0131k g\u00fc\u00e7l\u00fc bir zemin, tecr\u00fcbe ve birikim yaratt\u0131. Bu modeli t\u00fcm alanlara ve Ortado\u011fu\u2019ya ta\u015f\u0131mak gerekmektedir. Demokratik ulus paradigmas\u0131, S\u00fcriyede Demokratik \u00f6zerklik y\u00f6netim anlay\u0131\u015f\u0131n\u0131n hayat bulmas\u0131 nedeniyle, merkezi, ulus-devlet \u00f6tesinde bir sistem sundu\u011fu ve alternatif geli\u015ftirdi\u011fi i\u00e7in Ortado\u011fu da kurulacak alternatif modellerle \u00a0\u00f6rt\u00fc\u015f\u00fcyor. Bu tarihi ak\u0131\u015f i\u00e7inde \u00e7\u00f6z\u00fcm i\u00e7in paradigmaya sahip olan bu s\u00fcrece en haz\u0131rl\u0131kl\u0131, proje sahibi olan ve \u00f6rg\u00fctl\u00fc g\u00fc\u00e7 demokratik ulus g\u00fc\u00e7leridir. Bunun i\u00e7in stat\u00fckocu ulus-devlet yap\u0131lanmalar\u0131n, s\u00f6m\u00fcrgeci devletlerin oldu\u011fu her yerde buna kar\u015f\u0131,\u00a0 \u00e7\u00f6z\u00fcm projesi olan demokratik ulus paradigmas\u0131n\u0131 her yerde geli\u015ftirmek, demokratik cephelerini kurmak ve m\u00fccadeleyi birle\u015ftirmeleri elzemdir.
